With the Revolutionary War over, the newly created Federal government decided to assume the war debts of the individual states. In 1791, Congress placed an excise tax on whiskey to pay the debt. Farmers west of the Allegheny Mountains took the tax as a personal assault. Whiskey wasn't just the drink of choice out west; it served as currency and medicine all in one, since Continental paper money was rarely honored.
Many western distillers refused to pay the excise, and those arrested faced expensive trips to Philadelphia for trial. The unrest grew, culminating in the Whiskey Rebellion, a force of 7,000 armed militia troops. Washington responded by sending 13,000 federal troops to western Pennsylvania, the first real test of the new government's power.
Even before shots were fired, western Pennsylvanians began raising protest flags. Among the most defiant: flags bearing the phrase "No Asylum for Traitors and Cowards", a direct challenge to the federal crackdown. What all these rebel flags shared was simplicity and a fierce anti-Federal theme, reflecting a region that was, for the most part, decidedly antifederalist.
