In 1954 a psychiatrist named Fredric Wertham decided the real menace to American youth wasn’t broken homes, lousy schools, or lead paint. It was comic books. His book Seduction of the Innocent argued that the crime and horror titles clogging newsstands were turning kids into degenerates.
This worked exactly as well as you’d expect. Moral crusaders panicked, Congress smelled an opportunity to play national babysitter, and the Senate hauled comic publishers in for hearings on juvenile delinquency. Under the threat of federal regulation, the industry folded like a cheap card table and promised to police itself.
The result was the Comics Code Authority, a little private censors’ guild that barred gore, banned sympathetic criminals, and demanded that “good shall triumph over evil.” You couldn’t even portray police, judges, or government officials in a way that might dent the public’s faith in authority. In short, the industry agreed to make propaganda with speech bubbles. The famous Seal of Approval sat on covers for decades until it finally died in 2011.
As other media began scaring the moral scolds more than comics ever did, artists found clever ways around the Code’s straitjacket, and the whole apparatus slowly crumbled under the weight of its own ridiculousness.
