As the story goes, writer Suzanne Massie met with the President to help him prepare for the summit meetings. She told him that Russians like to speak in proverbs, so it would be a good thing to know a few relevant ones. Reagan used trust but verify numerous times, and the phrase became a signature part of selling the negotiations to the Russians.
