This design has a history. In 2013, Liberty Maniacs founder Dan McCall created parody designs poking fun at the NSA in the wake of the Edward Snowden revelations. The NSA sent a cease-and-desist. Dan fought back, filing a federal lawsuit to defend his First Amendment right to parody government agencies. He won. The court affirmed that parody of government seals is protected free speech, and the designs live on as a small but real victory for anyone who believes the government works for us, not the other way around.
