The only thing government does well is kill people and break things. The Ministry of Love in Orwell's 1984 was the government department responsible for overseeing law and order. The ministry was also responsible for propaganda and surveillance and was a brutal, oppressive place, meant to highlight how it's commonly the nature of the government's activities to run opposite of their expressed purpose.
